The Board of Directors of the Electricité du Liban Corporation issued a statement saying:
The Board of Directors of the Electricité du Liban Corporation held its meeting this afternoon, Monday, October 12, 2026, and discussed a number of files related to the work of the Corporation, especially the file of restarting the Zouk and Jiyeh plants.
The Council appreciated the role of the media in keeping pace with its efforts and supporting it to overcome difficulties and increase electrical production, and to contribute to the success of the mission of the new Board of Directors in serving the public interest.
The Council called on the media to be accurate in conveying information related to the institution’s files, stressing that its Board of Directors is the only official reference for the information issued by it.
He also called for keeping the council and the institution’s files away from political tensions and personal interests, and for the plant restart file to be removed from media debates, to make way for it to be addressed within the relevant institutional frameworks, in the service of the public interest.
In the context of discussing this file, the Council affirmed its full solidarity with the two members of the committee charged with studying the possibility of restarting the Zouk and Jiyeh plants, explaining that the preparation of this report was officially assigned to them by a decision of the Board of Directors, within the framework of the mission assigned to them.
After deliberating, the Board of Directors took the following decision:
After reviewing the final presentation of the committee charged with studying the restarting of the Zouk and Jiyeh plants, and the relevant judicial decisions and the requirements of the ongoing judicial expertise of the State Shura Council, and after discussion, and out of concern for the public interest, increasing electricity production, alleviating the burdens on citizens, and preserving public funds, the Board of Directors decided the following:
First: Initial approval to restart the two factories. Preparations are being made to re-operate the units whose safety and readiness have been proven, and each unit will begin operating after the results of the inspections and tests are documented by the manufacturer, MAN.
Second: Implementing the procedures in coordination with the relevant authorities, taking into account the existing judicial disputes, especially before the State Shura Council, and adhering to the relevant judicial decisions, without prejudice to these disputes or anticipating their results, and while preserving the rights of all parties. The Legal Department, in coordination with the institution’s agent, is charged with verifying the requirements of the decisions and measures in force, following up on judicial expertise and coordinating with the expert within his mission. Before any operation, dismantling, maintenance, or replacement of parts that might affect the subject of the experiment, the technical condition is documented and evidence and parts are preserved.
Third: Emphasizing that restarting and the procedures associated with it do not constitute a release of the operator’s liability, explicitly or implicitly, nor an exemption from any obligations or responsibilities, and the organization’s rights and claims towards him remain fully preserved, in compliance with what is required by the final judicial rulings. Disclosure, maintenance or re-operation does not constitute an acknowledgment of the integrity of previous work or the validity of disputed claims, an acceptance of the spare parts in question, or a waiver of the organization’s rights towards any party concerned. In parallel, the necessary measures are taken to preserve claims, guarantees, guarantees, and legal and contractual deadlines, without waiting for the end of experience or the issuance of a ruling.
Fourth: Assigning the committee to seek the assistance of all the necessary technical expertise to inspect, especially the manufacturer MAN - Everllence, the generating sets and the two plants’ equipment, determine their condition and readiness, and develop a clear plan for the necessary works and examinations before operation and for its successive stages and steps, and submit it to the Board of Directors to take the necessary decisions successively. The plan includes identifying the units proposed for operation, the examinations and work required for each unit, the sequence of implementation, its extent and cost, and the entities responsible for it.
Fifth: Separating all new inspections, maintenance and operation from the previous claims in dispute. This decision does not permit the settlement, approval, payment, or payment of those claims on their account, nor the waiver of any right, warranty, or guarantee. The contracts and expenses necessary to restart operation are presented to the Board of Directors for approval in accordance with legal and contractual principles.
