Questions In response to a question about the framework formula, Minister Morcos said: "The formula will be ready when it matures, and the formula of the agreement or its equivalent has not matured to date, due to the continuation of these negotiations as you know. The Prime Minister had previously clarified in the last session that we are facing a framework only, and not yet an agreement. When this agreement is ready, it will be presented to the constitutional institutions, including necessarily the Council of Ministers, but at this stage and according to Article 52 of the Constitution, we have not reached the point where it can be duly presented to the constitutional institutions." He was asked: Did you discuss any political matter? He answered: No, we were immersed in these items that I mentioned. He was told: Were you not afraid of the possibility of returning to war in light of the attacks taking place? Minister Morcos replied: No, but at the same time, in the ministerial meetings that take place every Monday morning, or in the usual weekly cabinet, we discuss issues related to the conditions of the displaced and shelter, and in general the needs of return and reconstruction, but in this session, we did not touch upon specific political or security topics. Did you discuss the issue of moving the negotiations from Washington to Rome? He answered: The matter is still under the custody of His Excellency President Joseph Aoun in participation and agreement with Prime Minister Nawaf Salam, and we have not reached the stage of agreement so that it can be duly presented to the Council of Ministers. Regarding the operation of René Mouawad Airport, he said: We are getting closer to the matter, and the deadlines that were previously given will be almost adhered to, and work is underway step by step and stage by stage to complete what preceded.
