Prime Minister Nawaf Salam confirmed, during the cabinet session, that the exclusivity of weapons in the hands of the state constitutes the basis for the establishment of the Lebanese state, its constitution, and its laws. He stressed that these constants “are no longer open to discussion,” regardless of the item on the agenda regarding the project to refer the issue of the Dahr al-Baydar truck to the Judicial Council.
Salam explained that the exclusivity of weapons is based on the Lebanese Constitution and applicable laws, especially the Penal Code and the National Defense Law, as well as the Taif Agreement, Resolution 1701, and the declaration of the cessation of hostilities in November 2024.
He stressed that the bodies exclusively authorized to carry weapons in Lebanon are the Lebanese Army, the Internal Security Forces, the General Directorate of Public Security, the General Directorate of State Security, Lebanese Customs, and the municipal police.
He pointed out that this formula was included in the introduction to the declaration of cessation of hostilities approved by the previous government, and the current government reaffirmed it in its ministerial statement, on the basis of which it gained the confidence of the House of Representatives, and in its subsequent decisions.
He stressed that what is required of Hezbollah is to adhere to what it has previously repeatedly announced its agreement to its content, “no more and no less,” stressing that “storing or transporting weapons under any pretext requires security follow-up and judicial prosecution to impose the harshest punishment imposed by the laws on the perpetrators.”
These positions come days after the truck was stopped in Dahr Al-Baidar. Salam had announced on October 12 that it was heading from the Bekaa to the greater Beirut area, carrying hundreds of kilograms of explosive materials, including the highly explosive C-4 [1]. He stressed that day that there was “no leniency or disregard,” but rather “truth and accountability.” This is a position related to what he affirmed last April, that the decision on war and peace must remain exclusively in the hands of the state.
Regarding the electricity file, Salam announced that significant progress has been made in the discussions he is holding with the Minister of Energy and the Qatari side regarding the framework offer submitted to Lebanon to address the situation in the electricity sector. He explained that the Qatari offer is integrated and aims to rehabilitate, develop and modernize the infrastructure for electricity production, and includes various sources of electrical energy production. He pointed out that the offer is based on the design, build, operate and transfer model, known as (BOT).
