The Cellular Syndicate considered in a statement that, "since the employment contract constitutes an integrated and indivisible unit, and since the contract is the law of the contracting parties, the application of its provisions and contents in full constitutes a binding obligation on all its parties, and obligations may not be fragmented or implemented selectively." The statement added: "Since decision-makers have previously stated and confirmed their commitment to applying this contract, we affirm the following: - It is not permissible to withhold the full dues owed to employees, in accordance with the provisions of the contract. - All dues owed to employees by the companies must be paid promptly, without fragmentation or delay. - Any delay or refusal to implement contractual and legal obligations entails the responsibilities and repercussions stipulated in the applicable laws." It stressed that "failing to initiate the payment of social security indemnities constitutes a matter of extreme gravity, and will have repercussions and responsibilities for the parties that fail to implement their legal and contractual obligations." It concluded: "We reiterate that the syndicate will follow up on this file until all employees' rights are recovered, and will not hesitate to resort to constitutionally and legally available means, in the event of abandoning the implementation of binding obligations or persisting in procrastination and delay. Employees' rights are not subject to fragmentation, and full implementation of the contract is an obligation, not a choice."
