Russia and China thwart a UN resolution to open the Strait of Hormuz

Russia and China thwarted a draft resolution submitted by Bahrain to the UN Security Council, which aimed to reopen the Strait of Hormuz and ensure the security of navigation.
The initial text of the project authorized the use of “all necessary means,” a UN term that includes military action, to ensure freedom of navigation and prevent the closure of the strait. However, the draft was later amended, after the objection of permanent member states, including France, where references to offensive action were deleted, and replaced by allowing the use of “necessary defensive means” only.
Despite these amendments, Russia and China used their veto power, which led to the draft resolution being dropped, while 11 countries supported it and two members abstained from voting.
The vote came during a Security Council session devoted to discussing the repercussions of closing the strait, in light of escalating regional tensions.
Bahraini Foreign Minister Abdul Latif Al-Zayani said that the Security Council's failure to act "will have serious repercussions for humanity," noting that the draft resolution represents "a serious response to Iran's repeated aggressive behavior."
He added, "Iran's insistence on threatening the security of international navigation is not an emergency, but rather a documented negative approach," stressing that "Iran does not have the right to close the Strait of Hormuz and deprive the countries of the world of important sources of life."
Al-Zayani stressed that “the Strait of Hormuz is a shared international responsibility,” calling for collective action to ensure the continuity of navigation in this vital corridor.
For its part, the UAE stressed that the Security Council's failure to adopt a draft resolution to secure navigation in the Strait of Hormuz does not diminish the seriousness of the crisis.
