The Public Prosecutor of Cassation, Judge Ahmed Rami Al-Hajj, held a meeting with the President of the Constitutional Council, Judge Tannous Meshlab, during which the General Amnesty Law and issues related to its implementation were discussed. According to what LBCI reported from the joint press conference held by the two parties after the meeting, the two parties denied the existence of any disagreement between them.
Cassation Prosecutor Judge Ahmed Al-Hajj confirmed that the goal of the meeting is joint coordination with the Constitutional Council, noting that “there are some writers promoting a dispute between me and the Constitutional Council and the House of Representatives.” Al-Hajj explained that the circular issued yesterday is about the executive mechanism of the law, adding: “We and the Constitutional Council are committed to legal work, and the Parliament is a legislative authority.”
The step includes obtaining the criminal record of the convict or detainee, in addition to the documents and archives belonging to him from all security services, to ensure that there are no prosecutions that prevent him from benefiting from the amnesty [1].
For his part, the head of the Constitutional Council, Judge Tannous Mashlab, confirmed that “there is no dispute over the amnesty law, and there are some people fishing in murky waters.” Meshleb added: “The Constitutional Council agrees with the Cassation Public Prosecution and there are no disagreements at all, and the decision we issued regarding the general amnesty is 100 percent identical.”
This statement comes after successive developments in the law. The Constitutional Council suspended the application of the general amnesty law on September 10, after an appeal submitted by the Free Patriotic Movement, before the law became effective on October 12. The Council kept it in place while partially repealing some of its articles.
