The U.S. Department of Treasury announced today that member states of the Terrorist Financing Targeting Center (TFTC) have implemented joint measures targeting a financial infrastructure linked to Hezbollah, including five entities and 16 individuals, among them key institutions such as Al-Qard Al-Hassan (AQAH) and Bayt al-Mal, in addition to a number of senior officials associated with them.
The U.S. Treasury affirmed that these coordinated actions reflect the center's members' commitment to disrupting Hezbollah's ability to exploit the international financial system, noting that all announced targets had previously been subjected to U.S. sanctions.
The statement explained that the TFTC executes joint measures including the imposition of sanctions and the exchange of information regarding terrorist financing networks, in addition to enhancing the capacities of member states in combating networks that threaten security and stability.
It added that these networks pose a threat to regional stability, international security, common interests, and global trade, pointing out that restricting Hezbollah's access to funding aims to protect the international financial system, support the Lebanese people, and counter terrorist networks.
The statement indicated that this action is the third under the current administration, and the ninth since the center's establishment in 2017 during the term of U.S. President Donald Trump, including the provision of additional information via the center's website.
Al-Qard Al-Hassan (AQAH)
The U.S. Treasury stated that the Al-Qard Al-Hassan association operates as a non-governmental organization licensed by the Ministry of Interior, but provides bank-like financial services that exceed what is stated in its registration documents, and is used in money transfer operations via fictitious accounts and intermediaries.
It added that Hezbollah uses the institution to facilitate its military activities, which impacts reconstruction efforts in Lebanon and allows it to strengthen its financial and social influence by hoarding hard currencies needed by the Lebanese economy.
According to the statement, Hezbollah transferred its financial activity to Al-Qard Al-Hassan in 2006 after the destruction of Bayt al-Mal offices during that year's war, before it was placed on the U.S. sanctions lists in 2007.
Bayt al-Mal
The U.S. Treasury explained that Bayt al-Mal operates as an unofficial treasury for Hezbollah, manages its assets and investments, and acts as a financial intermediary with banks, under the direct supervision of the party's leadership, and is headquartered in the southern suburb of Beirut.
