After four days of negotiations in Washington, Lebanon and Israel reached an agreement on Friday to sign a framework agreement mediated by the United States, at the conclusion of the fifth round of talks. The US State Department published the literal text of the tripartite framework agreement signed by Lebanon, the United States of America, and Israel in Washington on Friday, June 26, 2026, which stated: (To view the text in English, click here) 1. Israel and Lebanon affirm the right of each state to exist in peace, and their mutual desire to live in security as two sovereign, neighboring states. Israel and Lebanon hereby declare their intention to definitively end the conflict between them, address its root causes, and consequently formally end any existing state of war between them. This framework, reached after several rounds of direct negotiations between the parties, is based on previous successful agreements and understandings, and expresses a determination to make irreversible progress toward a comprehensive resolution of all outstanding issues between the two countries. The two countries affirm their determination to resolve these issues as sovereign states through direct bilateral negotiations, mediated and supported by the United States. 2. The Government of Israel and the Government of Lebanon commit to a mutual and phased process, according to clear conditions, under which the Lebanese Armed Forces will restore effective state authority over all Lebanese territory, following verification of the disarmament of non-state armed groups and the dismantling of their associated infrastructure, thereby allowing Israeli forces to gradually redeploy outside Lebanese territory. The components of this process will be detailed in a security annex prepared with the full support of the United States and complementing this framework. The framework will specify the required measures, security arrangements, and verification mechanisms necessary to advance this process. The successful implementation of this framework will pave the way for a stable and peaceful relationship between the two countries and allow Israeli forces to redeploy outside Lebanese territory. 3. Pursuant to the security annex, and as part of the broader efforts to achieve the Lebanese state's monopoly on weapons and sovereign control over its territory, the Lebanese Armed Forces will gradually assume full and effective security responsibility in pilot areas, which will constitute a mechanism for the phased and verified redeployment of Israeli forces and the deployment of the Lebanese Armed Forces. Two initial areas have been agreed upon between the Israel Defense Forces and the Lebanese Army, and future pilot areas will be agreed upon by mutual consent. After confirming the successful disarmament of non-state armed groups and the dismantling of their infrastructure in these areas, the Lebanese Armed Forces will assume full and effective security responsibility therein, internationally supported reconstruction efforts will begin, and Lebanese civilians will be able to safely return to these areas under the exclusive control of the Lebanese state authorities. The United States intends to work closely with the two countries to verify and support this process. 4. The Government of Lebanon reaffirms its firm and irreversible commitment to restoring and exercising full sovereignty over all its territory. The Government of Lebanon will work to rebuild the state's monopoly on the use of force, achieve the complete and verified disarmament of all non-state armed groups, and ensure that these groups do not assume any military or security role and do not possess any armed capabilities anywhere inside Lebanon. Under this framework, the Government of Lebanon requests the support of international partners, particularly Arab partners, under the leadership of the United States to achieve this outcome. 5. The Government of Israel stresses that its military operations in Lebanon are exclusively the result of attacks, threats, and hostile intentions emanating from non-state armed groups, most notably Hezbollah. The Government of Israel affirms that ending this threat, through the disarmament and dismantling of these groups throughout Lebanon, alongside additional security arrangements agreed upon between the two countries, will eliminate any future need for military action or military presence by Israeli forces in Lebanon. Based on the foregoing, the Government of Israel declares that it has no territorial ambitions in Lebanon. 6. The Government of Lebanon affirms, in accordance with the Charter of the United Nations and in the exercise of its sovereign authority, that its security forces bear exclusive responsibility for the security and defense of Lebanon, and that the Government of Lebanon possesses the exclusive sovereign authority to decide on war and peace. The Government of Lebanon rejects the claims of any state or non-governmental entity to use force on its behalf without its explicit authorization, and reiterates that any claim by any state or non-governmental entity to exercise a military or security role is considered illegal under the decisions of the Lebanese government and contrary to Lebanese national interests. 7. The Government of Lebanon and the Government of Israel affirm that nothing in this framework prevents them from exercising their inherent right to self-defense, as recognized in the Charter of the United Nations and in accordance with applicable international law, while emphasizing that no third party may exercise this right on their behalf. The two governments also commit to establishing a military coordination group, with the support and participation of the United States, to ensure the comprehensive implementation of this framework. 8. The two countries affirm that they share the goal of establishing a secure and rebuilt Lebanon, under the full sovereignty of the Lebanese state, such that no non-state armed group poses a threat to Israel, Lebanon, or the citizens of either country. The two countries also recognize that restoring security in southern Lebanon through the deployment of the Lebanese Armed Forces, the safe return of the civilian population, and ensuring the security of northern Israeli communities constitute essential elements for achieving long-term stability and peace. 9. The Government of Lebanon commits to a rigorous, performance-based program to enable the Lebanese Armed Forces to enforce full military and security control within Lebanon in accordance with the security arrangements agreed upon within the framework of the negotiations, implement the disarmament of all non-state armed groups, and exercise effective authority throughout Lebanon. The Government of Lebanon welcomes the readiness of the United States to support these efforts, while acknowledging that any new US assistance will be strictly conditional on achieving verifiable milestones, complete transparency, tangible results, and ongoing oversight. These efforts will enable the safe and orderly restoration of Lebanese sovereignty, also contributing to broader stability and security throughout the Middle East region. 10. Separately and simultaneously, the United States will work to mobilize international partners to effectively support the Government of Lebanon in rebuilding the country, repairing infrastructure, restoring the economy, and creating opportunities for prosperity. This is expected to include mobilizing significant reconstruction and humanitarian aid for Lebanon, economic recovery programs, and investment initiatives, enabling Lebanon to recover from years of conflict and provide a better future for all its citizens. 11. Lebanon and the United States commit to preventing the flow of funds to any entity, organization, or individual associated with non-state armed groups, and to taking available legal measures to ban the activities of any such entity, organization, or individual. The Government of Lebanon also explicitly commits to preventing reconstruction funds from reaching non-state armed groups and their affiliated entities. 12. Upon signing this framework, the two countries will work to establish working groups to draft the comprehensive peace and security agreement. In addition, to achieve the objectives of the framework, the two governments will immediately establish complementary tracks of ongoing direct communication, facilitated by the United States. The two governments commit to proceeding in good faith until a complete and lasting peace is achieved, bringing security, stability, and prosperity to the peoples of Israel and Lebanon. 13. In line with their shared objectives of establishing stable and peaceful relations, Israel and Lebanon commit to taking good faith measures that reflect positive intentions, including halting all hostilities or negative actions in international political or legal fora, and pledging to work on searching for and returning remains, and releasing detainees. 14. The two governments acknowledge the role played by the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace between the two countries, and express their deep appreciation for the vision and leadership of President Donald Trump.
