UN Secretary-General António Guterres said from Beirut that "Israeli evacuation warnings have pushed hundreds of thousands of civilians to flee and complicated their lives, and there is a risk that southern Lebanon will become an uninhabitable place due to the war, while the violation of Lebanese territorial integrity has continued and we have not reached an effective ceasefire." -Guterres pointed out that "several areas in Lebanon have become a theater of destruction, and my message to all parties is to stop the war, adopt diplomacy and dialogue, and we are making efforts to de-escalate, stop hostilities, and bring the parties to the dialogue table at a time when the Lebanese people did not choose this war, and civilians must be respected and protected and the targeting of infrastructure avoided." The UN Secretary-General affirmed that "we will continue to provide support to strengthen the Lebanese Armed Forces and Resolution 1701 must be implemented, and Israel must respect Lebanon's sovereignty and territorial integrity and the war must be stopped, just as Hezbollah must respect the Lebanese government's decision to confine arms to the state." Guterres re-emphasized that "we are doing our utmost to provide support to the Lebanese people and government, and attacks on UNIFIL forces are unacceptable and must be stopped because they are a violation of international law."
