Former Deputy Prime Minister MP Ghassan Hasbani wrote: Question from the Lebanese government: A statement issued by Hezbollah, commenting on the incident of a group of its members surrounding a security force while raiding a medicine store in Semaan Gallery, stated that the raid took place in “a security-sensitive area without adopting the mechanism agreed upon between Hezbollah and the security authorities.” Here a fundamental question arises: What is meant by security-sensitive areas? Who determines it? What is the nature of the agreed-upon mechanism, and who gave approval for it? Are there areas in Lebanon that security forces cannot enter or carry out raids except after prior coordination with a party? Does implementing the law require prior permission from any party other than the competent judicial and security authorities? Questions asked by the Lebanese government, which is expected to clarify the truth of these understandings, if they exist, and the extent of their consistency with the principle of the exclusiveness of security authority in the hands of the state, and the rule of law over all Lebanese territory without exception.
