The Minister of Education and Higher Education, Dr. Rima Karami, issued a circular about organizing a make-up final exam for the spring semester of 2025-2026 for students residing in the areas located within the scope of the Israeli enemy’s targets and those adjacent to them, and for students who may be exposed to danger as a result of their movement back and forth between their place of residence and the private university institutions in which they are continuing their studies. The circular stated: In addition to Circular No. 19/M/2026 dated 3/9/2026 and Circular No. 26/M/2026 dated 4/20/2026, In order to preserve the safety of the students, and not to endanger their lives as a result of the prolonged and ongoing Israeli military aggression against Lebanon, Providing access to students residing in areas witnessing repeated military attacks by the Israeli enemy and those adjacent to them, or in areas where movement within, to or from is a task fraught with high risks, Whereas the educational systems adopted in most private higher education institutions operating in Lebanon permit, in relation to special, proven and justified cases (illness, accident...), absence from the written, oral, or practical final exam (final term exam), and then compensating for this absence with a similar make-up exam (Make up exam), After polling the opinion of the Higher Education Council, Private higher education institutions are required to adhere to the following: 1- Monitoring the conditions of students living in the areas described in this circular and documenting the condition of each of them, and not delaying in providing the necessary briefing, attention, assistance and support in various aspects, especially educational/scientific, psychological, social and financial, to enable them to overcome the difficult and exceptional circumstances they are going through, and to keep them, as much as possible, at the same level of readiness, mastery and competitiveness with their peers. 2- Providing all teaching and learning resources, electronically (remotely) and by any other possible means, to enable them to follow up and achieve. 3- Exempting the students concerned with this circular from the requirement to attend the scheduled final semester exams as soon as they sense a real danger lurking around them as a result of this participation, and not exercising any form of encouragement or pressure to lure them to the exam centers in order to participate in them. 4- Organizing an in-person make-up exam for students absent from the final semester exams, who are included in the cases indicated in this circular, on later dates determined by the relevant university institution, provided that these dates do not exceed Friday, October 30, 2026, as a maximum. 5- Emphasizing that the make-up exam is conducted in accordance with the same approved standards and evaluation principles on the basis of which the final semester exams were organized. 6- Publish advertisements, and use electronic platforms and other means of communication, to ensure the delivery of notifications and provide the necessary explanations to students, including what is related to this circular, with an emphasis on preserving the right of every student concerned with it, with certainty, to undergo a fair make-up exam as soon as the danger has passed and the appropriate security conditions are achieved. 7- Documenting the requests of students who wish to take the make-up exam due to the current circumstances, and keeping a record of all the dates on which this exam was organized, the signatures of the students participating in it, the grade lists submitted by the professors, and the students’ final grades. 8- Communicate with the General Directorate of Higher Education in the Ministry of Education and Higher Education regarding cases that cannot be treated in accordance with the content of this circular in order to take appropriate measures. The Ministry of Education and Higher Education is counting on the cooperation of private higher education institutions and the proper implementation of this circular in order to achieve the interests of students and preserve their safety.”
