Minister of Interior and Municipalities Brigadier General Ahmad al-Hajjar said: "The government's stance on the general amnesty draft law is positive, provided that it is balanced and fair, so as to alleviate overcrowding in prisons and lift injustice from some prisoners, without compromising the principle of justice or the efforts of the security and judicial agencies."
Al-Hajjar pointed out in a press interview that "the security forces affiliated with the Ministry of Interior, alongside the Lebanese Army and all concerned agencies, are making great efforts, and sometimes offering sacrifices and bloodshed, to arrest wanted individuals, curb crimes, and send perpetrators to prison in implementation of sentences and judicial warrants issued by the competent judiciary."
He stressed that "the natural place for every perpetrator is prison to serve their sentence."
He noted that "Lebanese prisons suffer from severe overcrowding and difficult humanitarian conditions, in addition to the presence of an injustice affecting some prisoners whose trials are prolonged before verdicts are issued."
Al-Hajjar considered that "the volume of files exceeds the capacity to adjudicate them quickly, which has led to the proposal of the general amnesty law in Parliament."
Al-Hajjar explained that "he is participating, alongside a number of ministers, in the sessions of Parliament and the joint committees dedicated to discussing the general amnesty law."
He affirmed "continued communication with MPs, the Deputy Speaker of Parliament, the Prime Minister, and the President of the Republic to reach a fair and balanced formula for the general amnesty law," considering that "any law issued in Lebanon that is unfair and unbalanced may cause problems we can do without."
He spoke of "meetings being held among a group of MPs with the aim of finding a consensus solution," hoping for the law's imminent approval, and expressing his "satisfaction regarding this issue in the coming phase."
Regarding the administrative reform file, Al-Hajjar said that combating corruption has been among his work priorities since taking over the Ministry of Interior, considering that "the Ministry of Interior works on the front line, as there are daily problems and concerns ranging from security and others," pointing to "the launch of the ministry's first strategic plan spanning 4 years, which is considered the first of its kind in the history of the Ministry of Interior since its establishment in Lebanon, and includes a roadmap for reform, computerization, administrative development, and institution-building, which is what we are striving for."
He spoke about the measures taken regarding the Vehicle and Machinery Registration Department ("Al-Nafaa"), saying: "Through our work on this issue, we have moved this facility, which serves all citizens, from one place to another, and today we are halfway there," pointing to "improving the services provided to citizens, curbing bribery and mediation, and working toward transitioning to comprehensive computerization so that most transactions become electronic and do not require the citizen's presence except in necessary cases."
He said: "We have held people accountable where we should hold them accountable, on the path of fighting corruption, developing administration, and alleviating the suffering of citizens."
Regarding the displacement file, he affirmed that "the repercussions of the ongoing war and Israeli attacks on Lebanon are putting pressure on various sectors and infrastructure," pointing out that "the management of this file is being carried out in coordination between the Disaster Management Unit at the Prime Minister's Office and the Ministries of Social Affairs, Education, and Interior, in addition to municipalities, governors, and district commissioners."
Al-Hajjar praised "the role played by the Iqlim al-Khroub region in embracing the displaced." He said that it "has presented a national and humanitarian model to be emulated in popular and fraternal embrace, and this is not surprising for the people of Iqlim al-Khroub," affirming that "the war will not last and that all Lebanese, across their various sectarian and political affiliations, will return to live together under the roof of the embracing state for all, which ought to extend its sovereignty over all Lebanese territory."
He concluded by emphasizing the importance of the role of municipalities, especially in the displacement file, revealing "daily follow-up with the Ministry of Finance and the Prime Minister's Office to address the crisis of the Independent Municipal Fund and increase the financial support allocated to municipalities, enabling them to carry out their tasks despite the difficult economic conditions."
