Al-Modon has obtained a draft of the items discussed at the negotiation table. Although it is not final and has not been officially announced, it may be similar to the US State Department statement issued following the previous negotiation session, which turned into a document relied upon by Israel to justify its war on Lebanon. What is stated in the draft indicates the existence of a model under circulation resembling a "declaration of intent" between the State of Israel and the Lebanese Republic, which reads: 1- The governments of the State of Israel and the Lebanese Republic, with the support of the United States under the leadership of President Donald Trump, affirm their shared commitment to achieving a comprehensive agreement that ends the conflict between them, establishes stable and peaceful relations between the two countries, and restores full Lebanese sovereignty over all Lebanese territory. 2- Israel and Lebanon affirm the right of each state to live in peace and security within its internationally recognized borders. The two countries announce their intention to work toward a full and comprehensive agreement. 3- Israel affirms its full respect for the territorial integrity of Lebanon and the sovereignty of Lebanon within its internationally recognized borders, and commits to withdrawing from all Lebanese territory and abandoning any ambitions for territorial expansion. 4- Lebanon affirms its firm and unwavering commitment to restoring and exercising full sovereignty over all its territory, maintaining the state's monopoly on the use of force, ensuring that the Lebanese Armed Forces assume full responsibility for Lebanon's sovereignty and defense, and ensuring that non-state armed groups have no military or security role or armed capabilities anywhere in Lebanon. 5- The Israel Defense Forces will hand over all occupied Lebanese territory to the Lebanese Armed Forces, which will assume full security responsibility, concurrently with reconstruction efforts, provided that displaced Lebanese citizens return safely to the rebuilt southern Lebanon, under the full sovereignty of the Lebanese state, and in a manner that does not pose any threat to Israel. The two countries, with the support of the United States, will agree on the practical modalities and timelines for this process. 6- The United States and its international partners will support a program to train and equip the Lebanese Army with the aim of strengthening the authority of the Lebanese state. This initiative will also help consolidate the Lebanese state's control over its entire territory by developing professional and capable Lebanese armed forces. This effort will enable the safe and orderly return to territory under full Lebanese sovereignty, the return of displaced citizens to their lands, and contribute to lasting security and stability in the Middle East. 7- The two states recognize that the mandate of the United Nations Interim Force in Lebanon (UNIFIL) will end on December 31, 2026, as decided by the UN Security Council, without any further extension or renewal. By June 1, 2026, the UN Secretary-General will explore options for security assistance and monitoring after the withdrawal of UNIFIL. 8- Separately, the United States will bring together international partners to support the government of Lebanon in rebuilding the country, repairing infrastructure, restoring the economy, and creating opportunities for prosperity. This will include mobilizing significant humanitarian aid, reconstruction and economic recovery programs, and investment initiatives, enabling Lebanon to recover from years of conflict and provide a better future for all its citizens. 9- To achieve these goals, the two governments will conduct direct negotiations facilitated by the United States. 10- The two governments commit to proceeding in good faith until a comprehensive agreement is reached that brings security, stability, and prosperity to the peoples of Israel and Lebanon. This "declaration of intent," reached through direct dialogue sponsored and actively facilitated by the United States under the leadership of President Donald Trump, represents a meaningful step toward ending the suffering of the Lebanese people, restoring Lebanon's full control over its territory, and providing lasting security for the people of Israel.
