The "YASA" association indicated in a statement that it receives dozens of documented digital data weekly through its network of social activists spread throughout Lebanese territory, to report on traffic accidents, vehicles, and victims.
"YASA" announced with great regret and concern the worsening phenomenon of the presence of many children begging on the highways, and its latest victim was the killing of a girl aged about 9 years in front of the Our Lady of Martine Hospital in Jbeil, who, according to circulated information, turned out to belong to one of the mobile begging groups.
She added: What we are monitoring on the ground is dangerous and unacceptable humanly and culturally:
1. The spread of large numbers of children, as young as 8 years old, along the coastline extending from Jounieh to Jbeil, and in the grassy middle section of the highway.
2. These children suddenly appear under car lights, even after midnight, in an environment with no lighting, which exposes them to the risk of inevitable death and poses a direct threat to traffic safety.
3. The state of disagreement and disavowal continues between the concerned parties, as citizens’ testimonies indicate that the municipalities consider the matter “not their concern,” while the Internal Security Forces deport them and return them the next day.
She continued: “YASA” confirms that this issue is not only a humanitarian and social issue, but rather an issue of road security and public safety of the first degree.
According to the scientific equation for accidents: the presence of a person vulnerable to danger, “Vulnerability”, in a high-risk environment, “High Risk”, inevitably leads to a high probability of the accident occurring, “High Probability”.
She concluded: Accordingly, “YASA” appeals and demands:
1. The Ministry of Interior and Municipalities, to assume its security and organizational responsibilities immediately, and to develop a joint and coordinated emergency plan to keep children off the highways and secure shelter and social care centers for them.
2. Internal Security Forces, by intensifying patrols on highways at night, and in coordination with municipalities and the Ministry of Social Affairs, for a radical, not patchwork, solution.
3. Citizens, to adhere to the legal speed and drive with extreme caution at night, avoid using phones while driving, and immediately report any sightings via the number 112.
4. The Ministry of Social Affairs, to intervene urgently to address the issue of forced begging of children and put an end to their exploitation.
