A proposal for a new Iranian agreement was revealed based on three main stages, aiming to reduce regional tensions and address the outstanding issues between Tehran and Washington. According to the terms of the proposal, the first phase includes working to transform the ceasefire into a complete end to the war within a period of no less than 30 days, in addition to proposing the idea of ​​establishing an international reference that guarantees no return to escalation. This stage also stipulates a comprehensive cessation of war in the region, coupled with a mutual Iranian-American pledge of non-aggression, which includes the allies of Iran and Israel. The first phase also includes the withdrawal of American forces from Iran's maritime surroundings and ending the military buildup, as well as introducing amendments to the compensation clause in a new form. It also stipulates that the blockade on Iranian ports will be gradually lifted, in parallel with the opening of the Strait of Hormuz, provided that Iran handles the mine issue, with no objection to providing American support in this context. As for the second stage, it proposes a complete freeze on uranium enrichment operations for a period that may reach 15 years, provided that after the expiry of this period, Iran will be allowed to resume enrichment at a rate of 3.6%, according to the “zero storage” principle. The proposal as a whole affirms the refusal to dismantle Iran's nuclear infrastructure or destroy its facilities, with a focus on adopting interim solutions that balance international guarantees and sovereign rights.
