Prime Minister Nawaf Salam stressed the need to immediately begin strengthening the state’s control over Beirut Governorate and restricting weapons to its hands. Salam announced after the cabinet session that the government would submit an urgent complaint to the Security Council about the Israeli attacks and the expansion of its territory in Beirut. He pointed out that this dangerous escalation stands in the way of all efforts to stop the war. For his part, Information Minister Paul Morcos noted that President Joseph Aoun affirmed at the beginning of the session, “No one will negotiate except us, and we do not want anyone to negotiate on our behalf, and this is something we do not accept.” Morcos said, "The Cabinet reviewed the efforts of each minister in confronting the Israeli attacks, and the Minister of Health indicated that there is no final toll for yesterday's raids, and the preliminary toll is 203 martyrs, 33 missing, and more than 1,072 wounded."
