The Governor of the Bank of Lebanon, Karim Saeed, “in a step that strengthens the financial rights of mothers in Lebanon, issued a notification to all banks requesting them to activate the provisions of Circular No. 305/2009 issued by the Association of Banks, relating to the right of married women to open bank accounts for their minor children, in response to the request of the National Commission for Lebanese Women, headed by First Lady Nemat Aoun and Vice President Mrs. Sahar Baasiri Salam.” The National Commission for Lebanese Women praised Information No. 979 issued by the Bank of Lebanon, considering that “this step constitutes positive progress towards enhancing the rights of women and mothers, and consolidating the principle of gender equality.” The Authority stressed that “activating this right directly reflects on strengthening the role of the mother as an active partner in financial decisions related to her children, especially in light of the need to facilitate procedures related to the daily life of Lebanese families.” The Authority called on all banks to commit to activating the provisions of the aforementioned circular, pending the issuance of the law that the Parliamentary Women and Children Committee had approved in 2020, which gives mothers the right to open and move bank accounts for their minor children.
