The Media Office of the Ministry of Energy and Water announced that “Al-Akhbar” newspaper published on 5/22/2026 an article entitled “The Council of Ministers is a False Witness: The Iraqi Diesel Gift is a Model,” full of inaccuracies, slander, fraud, and forgery. Therefore, to prevent misleading the Lebanese, we clarify the following: First, the Iraqi donation is placed in a special tank in facilities under the supervision of a monitoring and monitoring company from customs. Therefore, it was not disposed of until the order to do so was issued through a decree accepting a donation from the Council of Ministers, contrary to what Al-Akhbar newspaper falsely claims. Secondly, according to its specifications, the Iraqi Heba material is not diesel oil and is not suitable for the uses of the EDL laboratories because its specifications do not match the specifications approved by the EDL. It is a diesel gas substance, and therefore it must be consumed in factories and ovens. Thirdly, this gift is not red diesel as the newspaper claimed, and basically red diesel is not unloaded into facilities. Unfortunately for the newspaper, its color is not essentially red, but rather more like yellow. Fourth, what the oil facilities in Zahrani took the initiative to sell for two days within two weeks were quantities of green diesel oil with the aim of liquefying the goods into funds deposited in the facilities’ account at the Bank of Lebanon so that they could continue their investment role and purchase ships. Fifthly, reducing the selling price of these goods is a competitive necessity due to the necessities of selling the goods, which we confirm are from the diesel approved in the market, which is 6 million liters, while the total amount of the Iraqi donation does not exceed 940 thousand liters. Also, a price discount was made in accordance with what the law allows, in order to compete in the market and facilitate the disposal of the existing quantity. Accordingly, the establishments were then the largest seller in the market. Sixth, the fuel price schedule issued by the Ministry of Energy sets the upper limit for sales, but does not prevent discounts on prices. Seventh, the limited quantity will not provide financial support to the facilities and is not their property, and therefore the proceeds from its sale will go to the entity determined by the Council of Ministers to serve the displaced. Eighth, the limited quantity not exceeding 940 thousand liters will not be a source of any environmental pollution. The Ministry regretted that "the newspaper once again deliberately published false news without communicating with the Ministry to verify the accuracy or otherwise of the information in accordance with the simplest professional rules."
