A meeting was held in the office of the Deputy Speaker of the House of Representatives, Elias Bou Saab, attended by a number of representatives of the parliamentary blocs, during two sessions, the first before noon and the second in the afternoon, and the amnesty law proposal was discussed. After the evening meeting, Bou Saab said: “After this long day, the issue we discussed deserves effort and work, and it is the issue of the general amnesty presented by a number of fellow representatives, and it was an affirmation of the necessity of reaching the greatest possible collective consensus and that there be a sufficient number of representatives to pass the general amnesty law.” He added: "I want to say that the humanitarian situation in prisons was stressful. In addition to that, some people were unjustly imprisoned, as it was found that they were sentenced to less than the years they should have been in prison. Our goal is to agree on this law and for it to see the light." He stressed that he is "careful about the law, and some of those who criticize do not come to the sessions at all, and the serious ones are there today to discuss how we will reach a law in which we are fair to everyone." He continued: “There is consensus among the presidents, which is a facilitating act for the approval of this law, and out of concern for the sessions, I decided to adjourn them for consultation, so where is the mistake if we decide to meet?” He continued: “Today, the Minister of Defense, Michel Mansi, attended and officially informed us of the observations of the military establishment and the army, regarding what some representatives agreed upon, and it turned out that the army’s observations completely contradicted what they informed us, and I adhere to the statement that was issued by Baabda Palace, and from this standpoint, we delivered these observations to the Minister of Defense.” He pointed out that "the parliament is its own master, and we bear responsibility for any settlement, not the military institution, but the army and the military institution are not an obstacle to any political agreement between us." He concluded: "The session that we held before and after noon today reached an understanding that the largest number of representatives would agree to the amendments that we made."
